Whats happening here between these 2 numbers for AC.

Whats the break down of the 2 numbers?

One is Armor Protection (keeps you from being hit) and the other is Damage Mitigation (decreases the amount you are hit for) ... I think in that order as well.

You can double check ingame, they use the same representation and they have a tooltip I believe

Both numbers should increase as one goes from required to recommended, or get better armor ...

Both can be increased with different AAs.
