I have a charm that only works during the day for max stats. I was disappointed that syncing doesn't take the day stats, I had to wait til noon to sync for top stats.

The sync will read the power of your charm when your character is read in memory. If you have a charm that works better during the day, you will have to sync during the day. Charm mechanics are complex and broad and it's driven by the server as far as I understand it.
