If I Sync'd an alt from a 2nd account then later deleted it, is there a way to regain that slot? From what I'm reading it seems I would have to wait a full year to do so?

You can use the Free Your Game Slots option on the My Account screen. You can only use that 1 time per subscription though, so if you use it and then need it cleared again you will have to wait until you renew your subscription.
