Hi I'm using the zhTW locale, and Mangelo Sync just shows a bunch of little boxes for Traditional Chinese letters. It probably needs to use UTF-8 instead of ansi.

Hello and welcome to Magelo, Toshism!
We're planning regional language support in the future and it will include most languages supported by the official World of Warcraft servers, including Traditional/Simplified Chinese. It will take a while before we are able to implement those features but we're working on it.
