I also noticed the spell synchronization isn't working. I was hoping to use the missing spell feature.

What do you mean? Could you please explain the issue a bit more?
In the collectibles tool, did you see you can select a character at the top? Then you will see the list off all spells by default and you need to select "Missing" on the top right to see the Missing spells for this character.
