When are the new themes available and where do you find them to select?

The new theme are already available since the update.
You can choose one of them when you manage your characters.
> My characters > Manage character > Customize
Select your desire theme and save.

I see what you are talking about now. It's just some color changes. Can you tell me where to get the background scenes?

In fact it's a couple different color schemes on the base frame. You still have to provide your own background when you customize your character if you want to.
In the future we will built a background library. We will keep you posted on this.
